Yesterday afternoon, I posted a proposal to extend C++ to include a
new specifier, ~const.  On suggestion of a member of X3J16 I have
decided to extend the proposal slightly.  Therefore I am canceling the
original proposal to avoid confusion.

I will re-post probably in a couple of days, after I have had a chance
to think about the ramifications of the change.
