The way I interpret the scope of nesting classes, to look up a name
used within Inner, one would check the scopes of Inner, InnerBase,
Outer, OuterBase, and finally global.  Anyone care to correct me?

class Outer : OuterBase {
 class Inner : InnerBase {
  int joe;
 };
 int fobble;
};
