Oh man, I'm embarrassed that I didn't finish up the RAII wrapper /
scoped_exit (http://www.andrewlsandoval.com/scoped_exit/) proposal in time,
but I've just been swamped.  Hopefully soon!  I got stuck on the
"standardese."

Thanks for announcing it. Someone official probably should have. :)

This list is great for discussing proposals, assuming Herb or someone
else official doesn't contradict me. Some discussion will also happen
on a few committee-member-only lists, but of course those have the
downside of not being accessible to as many people.

Right, discussion happens naturally on the internal lists, but this is the
right place -- this forum/list was created as a place for both committee
members and non-members to discuss new and existing proposals.

Does this listing mean that those are the only proposals to be considered
for Bristol? If not, what is the cut-off? I realized that I had implicitly
assumed that I had months left to work on my proposals (and decide if
losing my anonymity was worth it), but of course, that might well not be
the case.

This was just a mid-term mailing - see
http://www.open-std.org/jtc1/sc22/wg21/: "The deadline for the next
mailing is 2013-03-15" (which will be the pre-Bristol mailing)

I suppose there are ways to maintain that anonymity:

1) just don't put your name into your paper
2) let someone else publish your paper. You will need a
meeting-attending-champion
anyway, so that champion can proxy-publish your paper and get all the glory
associated.
