All,

Can anyone shed light on why section 4 of N3655 wasn't accepted into the
committee draft?
It seems equivalently beneficial and cheap as the rest of the paper, and
although the benefits to each are small in the grand scheme of things it
seems odd to reject this one section.

The project editor had severe concerns in regard to this extended
addition requiring about 4 additional pages in the standard with
questionable value, therefore it was withdrawn at this point of time.
This doesn't mean that it could not be added in the future.
