What tools do you all like to use to author proposal documents?
Do you prefer html or pdf? I would think html would be the most convenient.

Are there any templates floating around?

Accepted proposal document formats are html, pdf, or plain text.

And I edit it with a plain text editor. I used to use ReStructuredText to
generate
standard html but I found it a bit lacking and never got the wording
ins/del-thingies
nailed down properly. The html-for-standard-documents has served me quite
well ever since I adopted it.

A proposal paper should always also add the following items in the top area:

- Addressed working group

This is not given in this kind of example. I'm sorry for being so
picky, but it gives the committee a lot of additional work and
unnecessary email traffic to correct these things.

It's alright. To continue being picky, we sometimes do need to check
whether core/library
papers need to go to the corresponding evolution group instead, so that
email traffic
isn't unnecessary. :) I guess it would be safer to target EWG or LEWG by
default, unless of course it's clearly a concurrency/parallel (SG1) paper,
a reflection (SG7) paper or a numerics (SG6) paper. I'd say when in
doubt, aim at EWG or LEWG.
