Thanks Ville - is this somewhere documented on the isocpp page? If
yes, could you send me a pointer to it? If not, could someone (you?)
please add a clarifying description on the isocpp pages? I think it
should be added on that page:

I asked Herb to add a reference to the EWG issue list instructions.
We don't yet have a separate proposal submission guide for EWG
proposals. And yes, I agree it should be added there.
