Yes, at least in
http://www.open-std.org/jtc1/sc22/wg21/docs/papers/2006/n2059.html,
and apparently fell on the floor at that point (likely deemed
post-c++11 material at that
point or some later point).

A huge number of new algorithms would indeed benefit from concepts and/or ranges.
trim alone doesn't really seem worth it, IMHO.
The TS system is new since 2006, and that paper looks like the makings of one, given the interest.
