According to N4040 (
http://www.open-std.org/jtc1/sc22/wg21/docs/papers/2014/n4040.pdf), a
concept declaration shall also be a definition (see 4.1.4/4 for function
concepts).

Unless I am missing something, this prevents the possibility of having two
concepts that mutually refer to each other. For instance:

template<typename T>
concept bool C = requires(T x, D* d)
{
    x.foo(d);
};

template<typename T>
concept bool D = requires(T x, C* c)
{
    x.bar(c);
};

I suppose it is illegal for D to appear in C's definition without having
been declared first (I'll be glad if anyone could prove me wrong though).
On the other hand, forward-declaring function concepts is not allowed. How
to express the above?

This seems like a reasonable use case to me. If it is forbidden, what is
the motivation?
