Topic: Any reason to not base multiprecision integer (N4038)

Hello.

I would like to know why the current multiprecision integer (N4038
<http://www.open-std.org/jtc1/sc22/wg21/docs/papers/2014/n4038.html>) is
not based on the existing practices of boost::cpp_int
<http://www.boost.org/doc/libs/1_57_0/libs/multiprecision/doc/html/boost_multiprecision/tut/ints/cpp_int.html>
that seem to be far more versatile (it can represents both fixed and
arbitrary precision integers for example). Is there any reason for that?
