For some time, I have felt the need for a #library directive to
explicitly state needed libraries.

You've ever heard of the new modules being developed? Don't you think that
compilers could interpret including some modules as including their
libraries too - as I believe they'll be way more complex then C++ headers.
Also C++ is trying to get rid of the pre-processor, so I believe you
shouldn't prupose new directives.
