I searched in issue list but can't find any trace of n3396 update or being
merged
in >C++14.
The last update I can find is
http://www.open-std.org/jtc1/sc22/wg21/docs/papers/2014/n4206.html#4
and a mention in
http://www.open-std.org/jtc1/sc22/wg21/docs/papers/2015/n4457.html#255
It is not clear to me if the proposal was merged or not as it does not
appear
directly in the issue list.
Does someone have any info about this?
We are hitting a related issue and wish to track the fixes in compilers.

Clark said he'll resurrect the paper for discussion in the next
committee meeting
in Kona.
