It turns out that with the current design, std::reference_wrapper does not
work in certain cases where it is expected to work. The issue can be
illustrated by the following example:

#include <functional>
#include <string>

int main() {
  int x = 0, y = 0;
  //std::string x, y;
  auto ref_x = std::ref(x);
  auto ref_y = std::ref(y);
  ref_x < ref_y;
}

The code compiles fine when x and y are of type int, but does not when they
are of type std::string, despite the fact that
std::reference_wrapper<std::string> is implicitly convertible to
std::string& for which an overloaded operator< is defined. Such is
inconsistent behavior. The issue turns out to be caused by the template
nature of the overloaded operator< for std::basic_string, which prevents
implicit conversion from happening. Specifically, it is said in N4296
<http://www.open-std.org/jtc1/sc22/wg21/docs/papers/2014/n4296.pdf> 14.8.1
[temp.arg.explicit] para. 6 that

Implicit conversions (Clause 4) will be performed on a function argument to
> convert it to the type of the corresponding function parameter if the
> parameter type contains no template-parameters that participate in template
> argument deduction.


One resolution to this issue is discussed here

But it is way too aggressive, requiring a lot of modifications. So, a new
resolution is proposed here that solves the most important cases and
requires just a small modification to the standard. Specifically, it is
proposed to add overloaded relational operators for std::reference_wrapper
as follows:

reference_wrapper<T>& y) { return x.get() == y.get(); }
template<class T> bool operator!=(const reference_wrapper<T>& x, const
reference_wrapper<T>& y) { return x.get() != y.get(); }

reference_wrapper<T>& y) { return x.get() < y.get(); }
template<class T> bool operator<=(const reference_wrapper<T>& x, const
reference_wrapper<T>& y) { return x.get() <= y.get(); }
template<class T> bool operator> (const reference_wrapper<T>& x, const
reference_wrapper<T>& y) { return x.get() > y.get(); }
template<class T> bool operator>=(const reference_wrapper<T>& x, const

This modification should improve consistency in the standard library.
