You should probably contact your national body representatives. Russia
(did I guess correctly?) is represented in the committee by some folks
from Yandex: https://habrahabr.ru/company/yandex/blog/301514/ (the
post contains their contact email).
Also, I'm afraid that the deadline for the next meeting has already
passed (see https://isocpp.org/std/meetings-and-participation/papers-and-mailings).
