P0939 appears to define the formation of a "Direction Group" for the ISO
C++ committee, one whose purpose would be to prioritize papers, helping to
ensure that important features get into the standard in a timely fashion,
and to cull out less important papers before they take time away from more
important things.
The paper does not sound like a "proposal"; it reads very much like a thing
that was/is actually happening. It discusses the specific composition of
the direction group, outlines a number of features to be prioritized,
spells out rules for new proposals, and so forth. However, this post from
Ville Voutilainen
<https://groups.google.com/a/isocpp.org/d/msg/std-proposals/jJIO4ChPf-0/s3ywV6PrAwAJ>
seems to suggest otherwise, that this isn't necessarily being imposed.
So... what exactly does P0939 *do*? Does it even do anything? Is this a
thing that is happening in the committee, something that will happen, or
just something that certain people would like to have happen?

Indeed. Direction is a group that looks at the overall direction of
C++, and makes recommendations. They do not have veto powers.
